Challenges with Cash Distribution : 

The Madras High Court, led by Justice Krishnan Ramasamy, has raised concerns regarding the distribution of cash relief. 

The prevailing method of giving out relief funds through cooperative societies, especially during natural calamities like the aftermath of Cyclone Michaung, seems to be flawed. 

There have been instances of misappropriation reported, highlighting a significant flaw in the system.

Misappropriation Risks and Proposed Solution : 

Justice Krishnan Ramasamy emphasized the flaws by sharing a personal experience from a ration shop in his village. 

Despite purchasing only eligible sugar, the shop's records showed purchases of wheat, oil, and more. 

This indicates a clear loophole in the distribution process, leading to misreporting and potential misuse of funds.

New Recommendations : 

The High Court suggested a shift towards utilizing bank transfers for such relief measures. This would help prevent misappropriation by cooperative societies or ration shops. 

The proposal aims to streamline the process and ensure that the relief reaches the intended beneficiaries without any discrepancies.

Implementation and Impact : 

The government's focus is on facilitating those severely affected by the calamity, intending to disburse around Rs. 6,000 as cash assistance to each eligible family. 

However, the distribution process will be restructured to execute the direct transfer of funds into the beneficiaries' bank accounts.

Judicial Rationale : 

The Court highlighted that this shift would not only save time for cooperative society employees but also eliminate the mishandling of cash. 

The idea is to eradicate corruption by adopting a transparent and efficient method of disbursing relief funds directly to the beneficiaries.

Conclusion : 

The Madras High Court's recommendations stress the importance of transitioning from cash distributions to bank transfers, emphasizing transparency and preventing misappropriation. 

This step could potentially revolutionize relief distribution during calamities, ensuring that aid reaches those in need without being subject to manipulation or mismanagement.
